How Should Sniper be Nerfed?

I've seen many people over on r/tf2 complain about sniper and make their suggestions on how he could be nerfed, so I slapped together this video bringing up the most common suggestions I've seen.

Curious to see what y'all think about the whole situation surrounding sniper. Does he deserve to be nerfed?

Mod that ties groundstations to tracking station level?

This has been asked before, 7 years ago, I'm curious if someone has made a mod in that time. I find it a bit unrealistic to have groundstations spread across the whole of kerbin, while your tracking station is level 1, so it'd be nice if you unlocked more groundstations with higher tracking station levels.

I'm running unkerballed start, and have just unlocked the aviation node, with the wheesely engine and small retractable gear.

I'm struggling to build a proper plane that's controllable, but still decently fast with good fuel capacity, to cruise to other biomes on kerbin. My planes also tend to slide around and rotate sideways on landing, causing it to flip and explode. Any general tips on improving on designs?

I know of the basics like COL behind COM, watching mass shifting with full/empty tanks, placing gear to avoid tailstrikes, isolating control surfaces to perform only 1-2 jobs each.

I've been trying to fiddle with various things like control surface sizes, canard/tailplane placement, and wing area, be it wide wings in an attempt to improve controllability and slow flight capability, or narrow but long wings to try and improve high speed performance. Neither really seems to work all that well.
