So we know how Tywin started teaching Tommen about how to be a great king lind of like grooming him. Asking him questions about what makes a great king which lead to him telling a wise king always listens to others a reason of him being not taking decisions on his own.
By teaching Tommen that a king's greatest virtue is to defer to older, "wiser" counselors, Tywin inadvertently created a king who was fundamentally defenseless against manipulation.
When Tywin died, Tommen was left with the core belief that he needed a strong figure to guide him, but he lacked the discernment to choose a good one.
Tywin wanted to build an absolute Lannister dynasty but instead, he broke Tommens willpower so thoroughly that tommen willingly handed the Crown's authority over to a religious cult.
This was exactly what Cersei told to Tywin, everyone clawing a piece of Tommen.
