Guest Passes For Computers

For those of you that work in public library land, how do you handle guest passes to use public computers? Do you require an ID? Does the person have to live outside of your system / branch boundaries to get a guest pass and those within are "encouraged" to get a card? Things are changing at my branch with the way they want to do things so I'm just curious how everyone else does it. Thanks!
