Where to buy a BSNL SIM in Noida? + Questions on roaming & Vi ICR network sharing in NCR

I'm looking to buy a new BSNL SIM card in Noida, did google search but can'tfind anything clear.

Does anyone know an active BSNL Customer Service Centre (CSC) or reliable retailer issuing SIMs right now? (Preferably around Sector 45 Sector 24 or anywhere in Noida or New Delhi). ​ Also had two quick questions for current BSNL users in NCR:- ​1. I currently have a BSNL SIM from another telecom circle. Will buying a local (UP West/NCR) BSNL SIM give noticeably better service/data here, or does national roaming on my existing SIM perform the same? ​2. How is the BSNL–Vi Intra-Circle Roaming working in practice right now? Does a BSNL SIM smoothly latch onto Vi's 4G/2G network for calls and data in Delhi-NCR, or is it unreliable?

Is BSNL 4G & VoLTE working fine while roaming in Delhi?

I’m travelling to Delhi soon and plan on using my BSNL SIM while I’m there. 4G data and VoLTE calling work completely fine on my phone back home and in neighboring circles, but I’ve seen some posts on Reddit and X saying BSNL’s network setup in Delhi behaves differently.

​Some users mentioned that 4G voice calls don't work smoothly or fail to connect on VoLTE depending on the area/network setup in the capital.

​For anyone currently living in or roaming through Delhi with a BSNL SIM:

​1. Does 4G data work reliably across the city?

  1. ​Do voice calls stay on VoLTE, or do they drop down to 2G/3G?

  2. Did you have to change any network settings or do a manual network search after arriving?

While I'm glad I secured my top choice, I want to enter JNU with realistic expectations about career prospects and job market realities. ​Beyond the standard talking points about "strategic ties" and "defence or diplomacy," I’m looking for unfiltered, practical advice from current CRS students, JNU language alumni, or anyone working in the foreign language domain.

​A few specific questions I'd love your inputs on:

​1. Private Sector Reality - What is the corporate placement scene in India for Russian compared to East Asian (Japanese/Chinese) or European languages? Are MNC/tech roles for Russian harder to come by? ​2.Government / Strategic Paths - How realistic are roles in defence translation, intelligence, or diplomacy right after BA? BSNL 4G (Bihar Circle) "Emergency Calls Only" / Cause 19 Error whenever I leave my home tower zone (Ported from Airtel 12 days ago).

Whenever I am at my home location, my SIM works flawlessly. I get full 4G VoLTE bars, internet works perfectly, and calls go through with zero issues. ​However, the exact moment I travel about 10 to 15 km away from my house (crossing into a new tower cluster/tracking area), my phone completely loses service. The physical signal bars stay completely full, but the status shifts to "Emergency calls only."

​What I've observed & troubleshooting done:

  1. ​The Error Code: I dug into the network logs earlier and found it's throwing an LTE PS/CS Cause 19/19 (Session Management / Tracking Area Update failure) rejection whenever it hits a new tower zone.
  2. ​Manual Selection Fails - If I go to Network Operators and turn off automatic selection, the phone physically scans and sees "Cellone". But when I click it, it just spins on "Registering..." and eventually fails because of time out.
  3. ​Older Modes Don't Work - Forcing the phone to 2G Only or 3G Only results in the exact same "Emergency Calls Only" state when away from home. 4. The Fix - The absolute second I drive back into my home neighborhood tower's radius, the phone instantly regains full BSNL 4G VoLTE standalone service without even needing a reboot.

I think that (after browsing internet and reading done articles) since I ported from Airtel just 12 days ago, it seems like my home tower cluster has my MNP data cached, but the wider regional backend routing tables (HLR/MME) haven't synchronized across neighboring tower zones due to BSNL's rolling 4G core upgrades in Bihar. The new towers see my number, get confused, and fire a Cause 19 rejection.

So the queries are -

  1. Has anyone else who recently ported to BSNL faced this localized boundary lockout?
  2. ​Is this a known database sync delay with BSNL's new native 4G core deployment?
  3. ​If it doesn't fix itself after the 3-week, what is the best way to get BSNL backend engineers to force an HLR profile refresh or a core network technical escalation? (The customer care line and Selfcare app lines usually don't understand technical jargon like Cause 19 or TAU loops).
