Got Asked to Pay ₹100 for “Free” BSNL 2G to 4G SIM Upgrade

I received multiple SMS messages from BSNL saying that upgrading my 2G SIM to a 4G SIM is free, otherwise I may lose connectivity soon.

So I visited the BSNL customer care center at KR Puram Telephone Exchange Building, Old Madras Road, Bengaluru. The whole process went smoothly until the end, when the staff member handing over the SIM suddenly asked me to pay ₹100.

I questioned him because the SMS clearly mentioned the upgrade was free. I told him I wasn’t going to pay ₹100 for something BSNL itself advertised as free.

After that, the older staff member got angry and started scolding me. He then claimed that the place is not directly handled by BSNL and is instead run by an agency. But nowhere in the office was there any clear board or notice saying it was an agency-operated center.

I refused to pay and left.

Has anyone else faced this during BSNL SIM upgrades?

CPGRAMS is a lifesaver

So, around three months ago, I shifted my secondary SIM from Airtel to BSNL. I was regretting the decision heavily due to trash call quality, unmaintained portals, and lengthy unclear procedures. But, I really changed my mind after roaming around the country for some days. Previously I had used Jio and Airtel together and their performance was always similar at every place, where they worked they both worked like a charm, where they didn't, neither of them worked (I think Arunachal will be an exception because in some areas only Airtel and BSNL has network). Surprisingly, BSNL has a great outdoor 4G coverage in almost all the areas I visited and more surprisingly 4G on BSNL always delivered (places where Jio really struggles in internet). So, I chose to retain the BSNL SIM. But, now I have to visit Jammu so I had to upgrade both my SIMs to postpaid. Jio was seamless process as usual, but now comes that lengthy BSNL trauma again! The CSC took my application along with security deposit for upgrading and said they are having an 'application update' so conversion might take some time. I was okay because I still have time. Surprisingly, they suspended my prepaid connection on the same day, but did not activate postpaid even the next day. I contacted CSC and they kept delaying. I became familiar with CPGRAMS portal very recently, so I decided to give it a shot, and guess what? My SIM is upgraded to postpaid and activated today morning. So, I genuinely feel, CPGRAMS is a useful portal to skip and stop the bureaucracy at BSNL.

Need urgent help with BSNL eKYC for a patient in Chennai – any way to do it from home?

Hi everyone,

I’m posting here hoping someone from Chennai or anyone familiar with BSNL processes can help us.

My father-in-law is from Pollachi and is currently staying in Chennai for cancer treatment. He recently underwent a major surgery and is in very weak condition physically.

His BSNL SIM suddenly seems to have run into a KYC/eKYC issue, and we were informed that the SIM may get deactivated if the verification is not completed soon. This number is linked to almost all his important services, bank accounts, hospital communication, OTPs, and official channels, so losing access would create a serious problem for us.

We first checked at the BSNL office in Velachery, and they asked us to visit the Guindy Industrial Estate BSNL office for eKYC verification. But traveling there is extremely difficult in his current condition.

When we contacted the Pollachi BSNL office for guidance, they were very rude and said that even if he has to come in an ambulance, he must physically visit the BSNL office for validation, otherwise the SIM will be deactivated.

We are trying to understand if there is any alternative process available:

Home visit for eKYC?

Video KYC?

Authorized family member process?

Medical exemption procedure?

Any senior BSNL contact in Chennai who can help?

If anyone has gone through something similar or knows a workaround, please help. We would genuinely appreciate any guidance.

Thank you.

Update on BSNL 4G + VoLTE in Thoothukudi

VoLTE is finally working in my location from yesterday. I wanted to share my full experience in case it helps others in Thoothukudi or nearby areas.

Device:

Poco M4 Pro 5G

Initial Issue:

- In Thoothukudi, I was getting BSNL 4G but no VoLTE

- Calls were falling back to 3G/2G

- Speeds were inconsistent, mostly around 1–8 Mbps

- However, VoWiFi was working properly

What made things confusing was:

- When I travelled to Thiruchendur or Sawyerpuram, VoLTE worked perfectly

- Speeds in those areas were much better (10–30 Mbps)

So same SIM + same phone behaved differently depending on location.

What I tried:

- Disabled VoLTE carrier check using Poco dialer code

- Reset APN and changed APN type to:

default,supl,ims

- Kept BSNL as primary data SIM for some time

- Raised complaint in BSNL Selfcare app

- Later raised a CPGRAMS complaint under Mobile Network category

Important observation:

My IMS registration initially was NOT registered in testing menu, but after some time VoWiFi started working. That confirmed IMS provisioning was happening in backend.

Finally:

From yesterday, VoLTE started working in my Thoothukudi location too. Calls are now staying on 4G.

My conclusion:

This was not a phone issue. It looks like BSNL towers in different areas are being upgraded gradually, and VoLTE availability depends heavily on local tower rollout/optimization.

Thanks to everyone who shared suggestions and technical explanations. I’ll continue monitoring speed and stability over the next few days.

Need Help

I recently ported from jio to bsnl due to the increasing price of plans. I got the porting request accepted message and told that my sim card will be ported by today 12:33 A.M and exactly that happened as my jio sim lost its network and I inserted my bsnl sim and I was getting signals and the sim card was also getting detected but neither my calls are working and neither my internet also when I am calling from another number it says busy and OTPs from the bsnl Self-Care app is coming so I checked over their and got to know that there were no active plans but I bought the sim from bsnl office and a recharge of ₹249 was done so can you guys help me in figuring out what is going on? Meanwhile there was an update asking for a code to add a APN name bsnlnet, I think it was called provisioning update and I did it too but still issues not fixed.

Edit: Do I need to do tele verification?

Update: As of now, I am only getting incoming calls.

Update: My issue is finally solved and my sim card is working as normal.

Wifi Calling not available on Google Pixel

Started using a Pixel 8 on BSNL, but I still don't see WiFi Calling option even after two software updates. I see that option even in a low end Lava phone. Not only that I'm able to enable this feature in Pixel for AirTel.

Who is responsible for enabling this - BSNL or Google? For a network with lax coverage around the country, one would think they'd double up their efforts in rolling out VoWiFi !

Shows VoLTE restricted for BSNL.

Previously, I highlighted why VoLTE was disabled and calls were switching to 2G, as confirmed by their engineer due to upgrade work.

BSNL CC says - VoLTE is active on their system for my BSNL connection.

Now I got this error on notification section. Is this normal?

Call service error for "SIM 2" ----

VoLTE restricted for "SIM 2".Consult your carrier.
