Cloudy water… I’m lost

Hi! I have this tank for a year now. But for some reason for the last 2 months I keep having this cloudy water and don’t know how to resolve it. It seems to be happening after the water change. Is it a bacterial bloom?

Just to give you some back ground info:
60 liter tank
External Oase filter with waterfall inlet
30% water change.
Changed water from the bottom off ( same result )
Changed water from the top with no poking in the bottom layer ( same result )
Changed water by poking in the soil ( same result )
Get water from my local fish store as my water is very hard at home.( RO water )
Have mainly guppies that get often fry that I take out and give away.
Hyyger light for 8 hours with sun set settings
Air stone running 24/7
Outlet waterfall is in the water.

Mississippi Police Officer Shoots and Kills 1-Year-Old Child in Response to Shoplifting Call

The Mississippi Department of Public Safety released a statement on June 14, alleging that the shooting happened in response to one of two subjects driving “in the direction of” officers. A clip of cellphone video obtained by Fox 13 Memphis shows a car driving away from officers, but it does not appear to show the shooting itself. A photo of the car shows multiple bullet holes in the windshield, including a bullet hole on the passenger side of the front windshield.

Dancing around buying Fluval or Week Aqua lighting.

Did research for now nearly a month on what light for my planted tank to buy.. switching over and over again between Fluval or Week Aqua. Today I was in traffic behind this car… is this the sign?
