Volo is considered the best villain in the Pokémon franchise, and there is good reason for this. He spends most of the game acting like a friendly and harmless member of the Merchants Guild, only for it to be revealed at the end that he is actually evil and has made a pact with the Pokémon devil. His outfit helps with this deception, as it looks practical for someone who travels long distances on foot. It also helps that it is not unique to him but is standard attire for all merchants in the game. This contrasts nicely with the outfit of his descendant, Cynthia. While she exudes an aura of power and confidence, making her appear enigmatic despite being heroic and kind, Volo does the opposite. He looks unremarkable, and even his pose and hair—which serve to make Cynthia look mysterious—do not give off the same vibe with Volo because his outfit completely offsets this. Also while most of the cast of Legends: Arceus are ancestors of characters from previous games, Volo really stands out. Usually, one needs a closer look to identify which character they are ancestors of, but with Volo, the connection is made very quickly. Thus, players already familiar with Cynthia are left to assume he is probably similar and a good person simply because of that, which further helps conceal his true nature as a villain. As for his other outfit, which he wears after the reveal—personally, I do not like it, but I will still praise it for how it reflects his obsession with Arceus. The vaguely classical elements help showcase the implication that he is an ancient immortal who has been alive for a long time.

They all look so adorable; despite being overall pretty simplistic, they also all share the exact same color scheme of black, white, and gold, but I think this works to its advantage here because they all have a unique outline, and you can immediately tell them apart from that alone. They really aren't like your usual chibi designs, even though some may dismiss them as such. They are so nice and full of personality. Overall, I really like them. 

Cynthia is one of the most, if not the most, popular pokegirls in the franchise's history, and there's a very good reason for that. Cynthia's design is, in my opinion, the epitome of female classiness: that long coat with the fur combined with the bell-bottom pants and the high heels (which are almost obscured by the pants) gives her such an air of confidence and power, which I haven't seen in many other similar formal, all-covering female designs, but there's one small detail that makes her work so well, and that's her peek-a-boo bangs. None of the details of her outfit would land so well if it wasn't for her peek-a-boo bangs. It's legit incredible how one character can feel so attractive despite being so formal. (She actually has a small cleavage window, which many can miss, and fan artists exaggerate it to high heaven.) No wonder she has so much fanart made of her despite being a character from such an old game.
