I've only been able to shoot tagged enemies through walls with the AT rifle that comes with some supply drops. How do players shoot through walls before a supply drop comes?

Players on the other team of a No Cross match kept quitting because of Mercy404. I followed her around a bit, and she blew me up. Then she teleported to the other side of the map to melee kill me. I'm starting to think that she might be using hacks.
