Temporary designated Parking Permits for visiting relative

My uncle arrived Friday in town for a week . He has a walker. Does anyone know how to get a temporary permit for parking in one of those spots when I am taking him places?

Farmer's narket

Anyone have tips to avoid some of the chaos? Is there a bus stop or other place to park? Any update if it will ever get back to the old location?
