Eb1c internal transfer

If I take a 1-year internal transfer to Canada to build EB-1C eligibility, but my direct reports stay in the US, does that still count as qualifying managerial experience abroad?

I'm a people manager on H1B with an approved EB-3 I-140. The plan is to transfer to the Canadian office for a year and then have the company file EB-1C.

Main concern: will USCIS question the managerial capacity if my entire team is sitting in the US while I'm employed by the Canadian entity?
