Inquisitor and retinue, attached to IG

Ok, so my whole idea for my Astra Militarum is a planet that was lost and then found by a Torch Bearer fleet. Under high scrutiny because they (remnants left behind, by fleeing Imperial Guard commands), took their world back from chaos, and turned it into a thriving jewel world. If not for the small force of Space Marines, from a decimated chapter. Speaking up for the survivors. Who knows? So A trio of Inquisitors were left and they have the planetary resources, under their control. I am adding a very small amount of Imperial agents to my forces, and I am trying to get my head around the Inquisitorial retinue. So If I have an Inquisitor, must she be attached to a IG battleline unit, or can she have the retinue, without being attached. And why is an IA Chimera cheaper than the Astra Militarum codex cost? Thanks
