When someone becomes good at graphic design, is it always because they already had something in place, like a certain brain structure or artistic personality that benefits them naturally or is it always the training that shapes anyone’s skill?

Prove me wrong: The Marathwada region of Maharashtra is same developed (both socially and economically) as bihar(equivalent of Bihar)

Now, I know you might argue that Marathwada has cities like Chhatrapati Sambhajinagar, but those are just a few places that are doing well economically. The rest of Marathwada is still very underdeveloped (literally equivalent to Bihar)
