Am I being scammed? How long does it take for HR to release offer letter?

I received a call from the HR on 6th August regarding my selection and she sent me a consent form to get my independence clearance for the company.
Last week we finalised the numbers and she said they are working on the offer letter and will release it in sometime. They are also awaiting independence clearance from my current company.

It’s been around 10 days since I received the call, and I still haven’t received the offer letter or any written confirmation of selection over mail from the HR. Although she is picking my calls and answering all questions I might have, but still >!hasn’t!< released the offer letter.
Does it usually take this long, or is she looking for another candidate and would not select me eventually?

Is it a worthy offer? Please help

I am currently working at EY GDS (Kolkata, India) in audit assurance with a fixed component of 6.8LPA (excluding bonuses).
I have cleared the interview for and have been given an offer for State Street (Bangalore, India), for 11LPA fixed component with a variable component of 0-15% yearly bonus based on performance. I will have to relocate to Bangalore so would be getting a relocation bonus as well (amount not yet confirmed).

I am pushing the HR for a fixed component of 12LPA along with a joining bonus.

Even though the pay is higher than current, I am aware I will not hike percentages like Big4 there.
Is this a worthy offer to take?

Other benefits - Insurance of 5L and pick up and drop services for work from office days.

Need some advice on an interview I gave

I had an interview for State Street on Monday and it went pretty well. I was able to answer 95% of questions properly. Post the interview the interviewers also had a light fun conversation (on the work culture and our backgrounds being same) with me and said I performed good.
My salary expectation seemed to be higher than their number for the role (which they didn’t reveal), and said they would forward the feedback to HR and HR would take it further as there are no more rounds.

It’s been 4 days, I have not heard back from the HR and neither is he responding to my calls and mails.

Should I wait for a little longer (do these processes take more time) or consider this as a rejection?

Advice me getting a Finance job in Bangalore

My background: I am a B.Com graduate from a well known college and have been working at EY GDS for the last 4 years in audit assurance for private equity funds. I am pursuing US CPA but haven’t cleared any papers yet.

I feel like I am highly underpaid here at EY as I joined as a college fresher at an entry level audit job. I want to make a shift into financial analyst roles in Bangalore which pay me around 12-15 LPA. I have applied to a few companies like JPMC, Amex but haven’t heard back from them.

My current job has become mundane and does not offer me much in terms of learning, career growth as well as money. I need to switch my job into a finance role and move to Bangalore.
Any advice on what platforms or mediums I must focus on most to apply for jobs and how to prepare for it?
