What’s the deal about helmets & gloves left on bikes?

I keep seeing people leaving expensive helmets and gloves unattended on their parked bike. How are these not getting stolen? Where I’m from these would get stolen instantly lol.

NYC seems to have 2 schools of thoughts: triple chain and cover your bike or leave it completely unlocked with gear sitting on it.

How legal is this?

Saw this bike parked today with 'visible' plate from cop car but conveniently impossible to get from speed and congestion cameras.

I've seen many of them in NYC, am I the only one showing my plate properly and getting fined / congestion-priced for it? 😅
