How much would a custom Shopify app cost for a more complex store workflow?

My friend runs a Shopify store and I’m trying to understand whether this is something I can solve with existing apps, or if I’d need to get a private/custom Shopify app built.
The use case is a bit specific:
She sells made-to-order products, and each order needs to go through a few internal stages before fulfillment.
For example:
Customer places an order
↓
The product needs to be assigned to a production batch
↓
Our team needs to select a delivery/pickup date based on capacity
↓
The customer should get updates based on the order stage
↓
Inventory should only be reduced once the order moves into production
↓
Some customers also need different pricing or rules based on tags
I’ve found apps that solve small parts of this, like delivery dates, order tagging, inventory, or notifications, but nothing that connects the whole workflow cleanly.
So I’m wondering:
How much would something like this usually cost to custom build for a Shopify store?
Also, with AI tools being much better now, has custom Shopify app development become cheaper or faster?
Would love to hear from merchants or developers who have built something similar. Rough pricing, timeline, and mistakes to avoid would be really helpful.
