Peugeot 207 cc 2008 Vti 1.6

I have a 2008 Peugeot 207 CC 1.6 VTi (EP6 engine) and it has trouble starting and idling. It is a rough idle that gets better when the engine has warmed up but never becomes perfect.
The engine idles rough when cold, revving up to around 1100rpm then dropping to 600rpm almost stalling, then jumping up again, waiting a second or two, then dropping again repeatedly. When warm it still hunts between around 700 and 600rpm and has completely stalled a handful of times when coming to a stop — not due to driver error as I hold the clutch in when braking to a stop.
The car starts worse the longer it sits. After around 3 hours it normally starts and stays running first try. After longer it takes 2 tries and after overnight it can take 3 tries before it stays running.
What I have checked so far:
Coil packs — engine gets noticeably worse pulling each one individually
Spark plugs — all in normal condition
Compression — all cylinders 185-195psi, very even
Both VVT solenoids — removed, inspected and tested with 12v directly, both functioning
Throttle body — removed and cleaned
The video is of the car warm not up to temperature but not completely cold about 55-60c
Any advice would be appreciated
