Found this on a random old house in Wittenberg Lutherstadt. Any clues?

I live in Berlin I am planing to go here for a camping trip with friends. Low budget. Anywhere relatively close to the beach 1/2hr walking where we can camp legally for free? I been here before and love the beach n vibes. Any tips and advice is appreciated.
