Unable to subsidise mercury Patio
I am desperate to get this mercury patio filled, and have been encouraging migration to constantina forever to get it filled. Pops arent promoting bcs there are no possible buildings despite there being the patio. How would I fix this? I even got rid of a bridge here which gave it labourers who then left

I'm a little confused about how artillery barrages work in War in Spain. In the manual it says 'If at least one unit carries out an attack other than Barrage, units doing a Barrage are only giving fire support'. Does this mean that if you have infantry and artillery stacked on the same hex attacking an enemy and the artillery is set to barrage, its still firing or its not. Also if barrages are only in the same hex, then how do you barrage except long range without getting destroyed by enemy infantry. I might be fundamentally misunderstanding this, and I think I am but just wanted to ask the question.
