Is Cosmic Fear Garou a universal threat or a Saitama-dependent fraud?

By statements, it sounds like he was intended to have obtained a substantial portion of God's power and could have been a very high-level combatant. However, he takes damage to attacks on Io that don't immediately destroy the moon and can only "compete" with Saitama by imitating him. His highest showings are SP^(2) (which is weirdly galaxy level) and his Gamma Ray Burst (which is probably solar system level). Blast seemed to be holding his own against him for a while, but his growth continued to be exponential, so is he only slightly above Blast without Saitama or can he actually reach a universal level in his own right? Obviously, he scales way above other powerhouses like Blast, Boros, or Psychorochi, but how does he measure up in the grand scheme of things?

If Red Rush were to have a weapon like Thula's dagger, how dangerous would he be? He was fast enough to tag Nolan several times before getting caught, and his hits did do some damage to Nolan. With a weapon strong enough to pierce a viltrumite's skin, how much more effective of a fighter does he become?

Recently came into possession of this

My first question: is this a good watch? I love old, useful things. It would be really cool if this was something I could use. My second question: how do I get it running again? I tried winding it, and nothing worked. Google says it's battery operated, so I feel dumb. Would I be able to get a replacement at a jewelry counter, and would that be an expensive fix? I remember getting a battery for a wristwatch for free one time, but I suspect this'll be different. Is it a replacement a normal guy can handle if I buy the right battery myself? Is the watch quality enough to be something I should spend time on? Thank you for any help!

ID request

Near Austin, TX, USA. Dangerous to the dogs? Found in flowerbed with roses. Full grown and small yellow ones, don't know if they're the same species. Really appreciate a rough ID, whether it's dangerous to remove or leave with dogs, etc.
