Why are some people so comfortable being dependent on others?

I don't mean people who are ill or disabled, although I realize some mental illness may overlap.

I mean people who are seemingly always in the position of "taking": money from others, time and energy, emotional support.

Yes, sometimes people need support, but these people are *always* the ones taking.

I'd feel so incapable and bad. But they seem quite comfortable with it.
