On a scale of 1 to 10, how powerful would this superhuman be?

The human was struck by cosmic rays from interdimensional black holes, which granted him the ability to travel between alternate universes.

The character can travel between alternate dimensions by creating portals through which he can travel to other alternate universes. He can only travel to those alternate universes where only versions of himself exist. However, this version has no powers; the protagonist was only struck by the interdimensional cosmic rays from black holes. The other versions cannot travel to other dimensions because they were not struck by the same rays. Furthermore, these rays granted him the divine ability to fly, superhuman strength for self-defense, regenerative immortality, and invulnerability. The only problem is that he can only travel to universes where there are only versions of himself; he cannot access other universes where no version of him ever existed. So, on a scale of 1 to 10, how powerful would he be? I want you to say so in the comments. But he also has a weakness: his powers do not work inside black holes or wormholes.
