Doubt about IISER bpr expenses

How much is the mess fees and health insurance fees for the 1rst semester? Will i have other expenses apart from the 78k mentioned and mess/insurance fees?

Im so disappointed in myself

I attempted 49 questions, i didnt attempt any question that i didnt know how to answer. I thought i had done fairly well, i expected 196-160s. I just checked answer key. I got 107. So many preventable errors. Im a dropper at that, i had a whole damn year but this is what i manage. I also gave nest. Attempted 45 questions across physics, math and bio. I found it to be tougher and ran out of time before attempting the rest, unlike with iat. I assume im even more cooked there. I just regret my whole life. My mom will skin me alive if i dont clear any exam, i already bombed jee and cmi. I still have a sliver of hope in re neet, may 3rd neet paper was decent but i ran out of time. Im very scared. I couldnt even manage 60 questions how would i manage 180? Besides, i dont want to study medicine and i only agreed to give neet to placate my mom. Oh well, why am i talking about studying medicine when im gonna fail miserably in neet as well? Idk why tf i was born.

Do i have rabies?

about 2 weeks ago, i was licked by a stray dog ive never seen before in a place far from where i live. the dog was friendly and when i petted it it licked my left foot's toes. i didnt get to clean the licked area till a few hours later. the skin on the region was intact. i was told i dont need a vaccination because of that, and because i was vaccinated about 8 months ago. but 2 days ago that same foot started tingling and feeling weird, and it has spread all the way to my lower thigh as of now. i also feel a bit feverish today. is it rabies? my other foot has no issues and i didnt injure my tingling foot in other ways.
