What was the purpose of Lapis Lazuli?

To be clear, I'm not asking what the purpose of the character was that's clear as day. I want to know what the function of a Lapis Lazuli Gem is supposed to be.

Like supposedly they're terraformers but what does that actually mean? The only thing I can think of is they use their water manipulation powers to prepare the planet for colonization.

But when we get flashbacks of Pink Diamond, this is never shown. And the Lapis we know was a civilian, she wasn't an actual combatant so it's not like they're made for combat.

And it's not like Homeworld needs water after the colony is complete, seeing as how Gems have no need for sustenance and the planet is going to be drained anyway. And considering the Earth is 70 percent water, I would imagine that would be going too.

The only other possibility is that they prepare the Kindergartens by using their water kind of like a contractor but again we never actually see this.

So as part of his experiments with the Death Note and to get Ray Penber's name Light stages a busjacking using the Death Note.

If I remember correctly Light's parameters for the criminal behind this jacking was that he died accidentally after seeing a phantom. Now this could mean any number of things such as him going crazy and hallucinating something.

But this actually happens because Light drops a piece of the Death Note and the criminal guy sees Ryuk jumps out the bus then gets run over.

Now my question is that was this the intended sequence of events? Like did Light write down the phantom bit intending for the guy to see Ryuk? And if so does that mean he also inadvertently manipulated himself with the Death Note? Or was he simply seizing an opportunity.

Because if Light can manipulate himself with the Death Note without necessarily dying I feel like that would've been huge
