Fixing a broken character

I'm playing through Oblivion for the first time (for more than an hour or two) and decided to not look anything up like I usually do. Now I'm at the point where I'm Level 16 and at the point where I'm doing the Mythic Dawn Shrine Quest but can't defeat any enemies since there's no cover.

I didn't realize at all how the leveling system worked until about two levels ago and I often had +1 Attribute level ups, meaning my attributes are much lower than they should be.

I'm not really intending to change the difficulty slider, but I do want to fix my attributes a little.

If I use console commands to fix them, will the changes stay even with other levelups?

And what is a decent amount of intelligence and willpower I should have at Level 15-16?

USB Ports not supplying enough power

Hey there!
I have a computer I built a while back which hasn't had any issues whatsoever. I use a phone with USB tethering for internet currently and normally this was a good setup, with the phone being adequately charged while in use.

Yesterday, however, this changed and my PC isn't supplying my phone with adequate power anymore.

Here's all I've tested/tried:

- Which USB port I choose does not matter. AccuBattery reports the same power draw of negative Watts up to 1W maximum.
- I've tested this with two phones and two cables and nothing changed between all tests. Same as above.
- HWID and BIOS Voltages look fine to me. +5V is supplying around 5V as expected.
- Power-cycling the PC completely did not fix the issue.
- It doesn't matter if I use the Front IO ports or the Motherboard's IO ports.

PC Specs are as follows:
Motherboard: AsRock B450M Pro4
CPU: Ryzen 5 2400G
GPU: GTX 1660 Super
Ram: 16GB DDR4 running at 2677mhz
Storage: 1TB WN770 SSD, and a 1TB HDD
PSU: 450W PSU

I can't afford taking this PC to a repair shop or making any purchases right now and in the foreseeable future, so I hope to get this addressed.
