looking for one specific clip of an anime from possibly the 80s, with an english dub, breaking the 4th wall by two characters talking about running out of budget (i think it was in relation to the in-universe thing they were a part of) and having to cut corners by not animating their mouths when talking. I think it was a collection of a couple segments, where the first one was two characters in red uniforms going down an elevator talking about the issue and the last one being with their boss talking to them about it, with the camera positioned behind him as to save on said budget. I think the anime was also related to some mechas but I can't confirm that specific part.
