What scanner should I get

I'm relatively new to 3D scanning and am looking for a budget-friendly scanner to pair with my desktop 3D printer. I've done some research but I'm having trouble finding something that hits the sweet spot for my specific projects. I don't need to scan large objects (like car parts). Instead, I'm looking for a scanner that can handle two thing:
Scanning my friend’s faces, I would assume this requires a scanner that doesn’t need the subject to be completely still for the process, and can be done relatively quickly.

I also would like a scanner that can do relatively simple pieces of equipment, but still need precise measurements. this would also be useful for around the house items.

I would like it to be between $200 and $400 without removing the quality of the mesh, (still willing to edit, just not completely remodel)

Not sure if all of this is possible, I always thought scanners were extremely expensive, but after looking on Amazon, there were a few that, budget wise might fit Wht I am looking for. Anything will help! Thanks!

Does anyone know of a statistic/survey for percentage of people that only vote based off political party? I know it’s kind of specific so I’m not sure if there’s anything out there, but I couldn’t find it myself. It’s for a school project.

Should I take apart the area where the camera is, there’s nothing wrong with the outside. And nothing shows up in studios or bambu handy. it’s something unplugged?
