200mW 650nm (red) Sanwu laser can't ignite a match

I bought a 200mW 650nm (red) Sanwu laser (https://www.sanwulasers.com/product/304).

The description says that it can ignite a match, but I have tested it and I cannot ignite a match. The laser has an adjustable focus, and I am using it as focused as possible. Is something wrong with my laser?

How bad would it be to drill a vertical hole in my frame here?

I am trying to install a double-sided kickstand. It would fit on my bike if the kickstand's bolt could pass through the frame in this spot.
