I don't understand why some people criticize, saying that the Phantom Troupe isn't good because they aren't developed individually, but is that a bad thing?
The story, the past, the development, the trajectory... EVERYTHING about them is interconnected, making it clear that the way they are written is as a unified whole; individualism doesn't matter and doesn't exist within the Troupe! So, for you, is this a problem? In my opinion, it's their main distinguishing feature. Most villain groups are developed individually, where each member has their own objectives. The Troupe, however, is a large criminal family with a single mission.
