A little lesson in calling for a strike
- There can be no strike before July 1.
​
- There can be no striker until an impasse in labor negotiating between the union and the state had been reached. An impasse is well- defined and we are not even close to it yet.
​
- The union membership must vote to give the union leadership to strike.
​
- The union must declare an impasse AND go through the impasse procedure first:
​
a) mandatory mediation with s neutral mediator
​
b) if mediation fails, a fact- finding board recommends a settlement.
​
c) only once the settlement report is published can the union reject it and strike
​
Bypassing any of these steps is considered an unfair labor practice
