Can someone explain or help me solve this? (details in the description)

I recently received an Ideapad 330 notebook as a gift and started using it without problems... but I noticed that when I pressed a certain key, it simply stopped my cursor. I never paid much attention to it, but now it's really starting to bother me.

Can anyone tell me if the problem is with my computer, my phone, or with Microsoft's servers?

For some reason, I get stuck on these screens every time I try to connect my phone to my PC and, honestly, I don't know what else to do. I've already tried many things like changing the DNS in the settings, changing the network, changing the account, and... I've run out of possible solutions.
