Can i stop my downloaded workshop mods (in addons folder) from loading from workshop ALWAYS?

Sorry if i already posted twice here, first of all.

Secondly, i know how putting mods in the "addons" folder makes the mods preload instead of waiting to load them after game load, so i moved some of my workshop mods there to give it a try, but it STILL loads from workshop.

Is there a workaround to fix this annoyance or there is just nothing i can do?, feel free to help.

My zombies are laggy

It's not ping issues or low performance, it happens in singleplayer too, i double checked my mods and game files and found NOTHING wrong, what the hell is going on?
