Is a "Multi Forum Litigation Strategy" considered as Forum Shopping or Not? Can you really legally do such "Multi Forum Litigation Strategy" in the Philippines? I remember kasi that a Certificate of Non-Forum Shopping as a requirement of the NPC in filing data privacy-related formal complaints.

I asked the original commenter but such person just deleted his/her comment upon my asking instead of answering my question. I hope that other people can chime in to such "Multi Forum Litigation Strategy" in the Philippines.
