Question regarding Linus’s bin scene

The early scene, where George asks you to deal with the raccoons that keep going through his bins.

Towards the end, after you’ve wandered off, Gus finds Linus going through the tavern’s bins and immediately offers him some food, stating that he doesn’t want anyone in Pelican Town going hungry.

But is this an act of misplaced kindness? Linus is going through the bins to only take food in danger of being wasted, rather than looking for a free meal (he turns down a later meal offer from Robin stating he has had luck foraging and has enough to eat).

So is this to you an example of how the villagers don’t understand Linus’s way of life or something you just view as an attempt at a kind gesture?
