Does anyone know why my 02 ford ranger, automatic, wont shift out of park when running, but will shift out of park when not running, and key is turned enough to engage fog lights. It will not shift if key is turned over enough to engage all the lights on dash.

Does anybody know why my 02 ford ranger wont shift out of park when running, but will shift out of park when not running, and key is partially turned; turned enough for fog lights to engage, but not turned all the way, where all dash lights come on.
