Would getting STP CBI as the second or third citizenship be the loophole to go for other ones or would it be a dead end after the third citizenship?

Would we ever see foreign income taxation be based of tax residency?
So far, Darin LaHood (Congressman of the 16th district of Illinois) is working on it with TFFAA and Senate Todd Young. It seems like they are getting somewhere.
