Why didn't the Elves or Men adopt scale (or Lamellar) armor in the books

Scale is better than Mail. Dwarves and Easterlings had scale. Elves and Men had contact with both. Scale and Lamellar are superior to mail. So why not adopt it. It doesn't break Tolkien's aesthetic either, since Northern Europeans did use Lamellar and Franks did use scale.

P.S. This is to the mods. What is the context behind rule 8? Did someone actually do that before?

Great Trebizond (Restoration of the Eastern Roman Empire)

What if the Timurids (and whoever may come after) them managed to permanently halt Ottoman eastern expansion, leading to a situation with multiple Anatolian Turkic, Greek, Cappadocian, Kurdish and Armenian states (including Trebizond). So, the Osmans continue expanding into Europe and fall in 1922, resulting in the end of Ottoman domination in Anatolia. In 1925, the British overthrow the Qajar dynasty and replace them with the Pahlavi dynasty, ending the long-standing peace in Anatolia. Instead of a Turkish Independence war, we end up with an great Anatolian unification war. In 1928, Trebizond would achieve victory over most, excluding the main Armenian homeland state and the Eastern Kurdish states (Who would go on to unify and form Kurdistan). 505 years after Istanpolis was conquered by the Ottomans, it would come back under Roman Rule. Trebizond, still under the Komnenos dynasty and Greek (and Greek-speaking) would restore the Eastern Roman Empire. There would be tension with the modern Greek-states, since both claimed the territories of each other, and the conflicting Greco-Roman vs Ancient Hellenic identity.

Filtering into different worksheets automatically

So as part of my project needed to create a form and link it to excel and filter by their contribution method. It also needs to filter automatically every time a new response is added. The formula I used was =FILTER(CHOOSECOLS('Form responses'!A:AB,7,12,16),'Form responses '!O:O="Volunteer (10 Hours) / 志愿者 (10 小时)"). I really dont know where I messed up

Got Total War Attila recently. Bought the Age of Charlemagne DLC. Immediately wanted to play as Theme of Sicily and restore the True (Eastern) Roman Empire before the Frankish barbarian Charlemagne does. Is this a good army comp? Should I change anything?

Is this good to take on sparta?

For context, I have 63000 in funds. Sparta has conquered basically all of Hellas and Macedonia except for Macedon's capital. I own Crete. Just wanted to ask whether this would be good to take own Sparta's crazy strong 20-unit Hoplite armies
