Hii so I just got rtx 4060ti open boxed at huge discount but the performance is really underwhelming and I think my cpu is the bottleneck in my rig (@1080p) and I'm seeing i5-14th gen cpu at heavy discounts rn but then I'll have to change motherboard as well (I was saving up for a macbook)

My current specs:

i5-11400f

Rtx 4060ti

16 gb(8x2) ddr4 ram

In cs2 i get frequent dips getting as low as 40s at medium settings, in fortnite @medium settings i get 70-80fps,in rivals I'm struggling to get 120 fps at medium settings with dlss performance

Is my cpu the issue here or that's just the performance of my specs? Will new cpu solve my issues ?

Budget: (₹1,40,000)
Country: (India)
Use Case: (Gaming — re games,rivals etc / college/light coding)
Preferred Specs: (min 16gb ram and good display)
Notes: I'm a computer science university student and my options are:

1- lenovo legion 5 (₹ 1.34 lac with all discounts)
2- MacBook pro m5 (₹1.38 lac)

I already have a pc with an i5 11th gen/RTX 4060 Ti and 16ddr4 Ram which I use to game, but I'm afraid it will get outdated soon, and after buying the laptop, I can't really ask for an upgrade for the PC too. My use case is gaming if my pc gets outdated and college stuff with light coding.
