Citizens Bank is bankrolling the country’s two largest prison companies that are earning record profits operating dozens of ICE detention facilities. While most major banks have cut ties with CoreCivic and The GEO Group, Citizens Bank is deepening its financial support for these companies, which are already holding more than half of the 70,000 immigrants currently in ICE detention centers across the country.

The bank’s capital is supporting a deplorable ICE agenda that aims to fill detention centers with more than 100,000 people by next year. Even as it publicly touts its commitment to “strengthening our communities,” Citizens Bank has played a key role in helping The GEO Group and CoreCivic access more than $2.5 billion in financing, some of it approved earlier this year. This comes as the companies face a mountain of allegations, including forced labor and wrongful deaths due to understaffing and medical neglect at their facilities.

We won't quietly stand by as Citizens continues to finance the private prison & ICE detention companies that are harming our communities. The 2019 exodus of banks from the industry in response to activism should be a reminder to us that our voices matter. Now it's time to use them. Monthly Report – May 2026

Rensselaer County residents deserve a government that is transparent, accessible, and responsive to the people it serves. For years, community members and the Minority legislators have urged the Republican Majority to record and promptly post the monthly Public Forum on the county website and YouTube channel. Despite the fact that our new Legislative Chambers at 99 Troy Road are equipped with modern audiovisual technology, the public has continued to face delayed postings and poor quality video recordings.

The demand for livestreaming has been clear and consistent. Municipalities across our county — including East Greenbush, North Greenbush, Schodack, and Sand Lake — have been
livestreaming their meetings for years. Rensselaer County should not be lagging behind when the tools for transparency are already in place.

In May, the Minority caucus introduced Resolution G/24 to hire a livestreaming service for approximately $300 per month, covering unlimited county meetings. This is a simple, affordable, and commonsense step toward modernizing public access. Unfortunately, the resolution was tabled, with the Majority citing the need to explore how other counties handle livestreaming or
whether additional vendors exist.

At the May 12 Regular Meeting, Legislator Sabo expressed disappointment at the continued delays. Residents should not have to wait for basic transparency, especially when the cost is minimal and the technology is ready to use. The public deserves better than excuses.

However, we are encouraged that Legislators Ken Herrington and Tom Grant have now expressed support for moving forward, saying, “Let’s do it.” Their willingness to act is a positive sign, and we are cautiously optimistic that the county will finally take meaningful steps to implement livestreaming.

The Minority caucus remains committed to ensuring that every resident has real-time access to their government. We look forward to seeing when — and how — this long overdue modernization will be put into practice.

The Troy City School District’s proposed 2026–2027 budget totals $146,348,609 and includes a 0% tax levy increase. The annual budget vote takes place on Tuesday, May 19, 2026, from 7:30 a.m. to 8:00 p.m. at designated polling locations throughout the district.

What is included in the proposed 2026–2027 Troy City School District budget?
Troy City School District students continued the decade-long upward trajectory of academic gains , and the proposed 2026-2027 budget is built to sustain that momentum, without raising taxes.

The Board of Education adopted a proposed budget of $146,348,609 for the 2026-2027 school year at its meeting on April 21, 2026. If approved by voters, the tax levy will remain flat with a 0% tax increase for the fifth time in six years. Since 2021, the school tax levy has risen by just 1.75%. This also marks the 14th consecutive year the district has proposed a budget at or below the allowable tax cap.
“We continue to see our students grow and achieve in all areas,” said Superintendent John Carmello. “We are incredibly proud that we can provide educationally sound programming that is producing significant and measurable results, in a way that is fiscally responsible to our taxpayers.”

This budget maintains all current staffing, programs and student supports. It also includes targeted additions based on student needs identified by building principals and district directors. The 2026-27 budget includes a new five-year contract with Student Transportation of America (STA). This includes in-district home-to-school, athletics/field trips, and summer school transportation.

Capital Reserve Fund: Approval of this proposition would create a new capital reserve fund of up to $6 million, which would act as a dedicated savings account for future building projects approved over the next ten years.
Here is why this matters: because of the Wynantskill annexation, Troy CSD will be eligible for up to 98% state building aid on any capital projects voted on during the 10 years following the merger effective date. That means the district’s share of any project cost is just 2%. With a $6 million capital reserve fund covering that local share, the district could complete up to $300 million in building improvements across all campuses, with no additional impact on the taxpayers.
This vote authorizes the creation of the fund, which would be funded using one-time revenues and surplus funds.

Rensselaer County Legislature Meeting

Rensselaer County Legislature meeting Tuesday 5/12. They look to approve buying law enforcement vehicles. Declare June Rensselaer County Pride Month, Dairy Month, Motorcycle Safety Month, ALS Awareness Month, Post Traumatic Stress Disaster Month and Uterine Cancer Month. There is a resolution to recognize Juneteenth in Rensselaer County.
It looks the legislature will move to pass a resolution supporting the Bigger Better Botttle Bill but oppose the deposit increase from 5 to 10 cents.

Learning the Unwritten Rules of City Council as a Newcomer

My grandfather served on city council, and after he passed, I inherited his books and materials. It got me thinking about getting involved locally, but from the outside, city government feels very nuanced and tightly structured, almost like there is an unspoken pecking order.

I am not looking to disrupt anything or come in loudly. I would rather understand the environment, observe how decisions are actually made, and find a way to contribute in a meaningful and respectful way over time.

I also come from a background in banking, systems, and process thinking, and I have been exploring prompt engineering and building simple tools or apps. I am curious if there is a way to use those skills to support local government, whether through better visibility, workflow improvements, or small initiatives that actually help.

For those who have experience with city council or local government:

What is the best way to get involved without stepping on toes or creating tension?

Are there low visibility ways to contribute or learn the system before taking on a bigger role?

Where do you see opportunities for someone with a systems or tech mindset to add value at the local level?

The Rensselaer County Legislature holds its Public Forum, on Wednesday, May 6 at 6pm in their Chambers at 99 Troy Road, East Greenbush, NY. This is your chance to bring your concerns to this body .
Legislator Mary Francis Sabo is bringing legislation forward that would call for these sessions to be live streamed. It is a topic that could be addressed at the Public Forum.
The regular legislature meeting will be on Wednesday May 12.

The Troy City Council advanced draft legislation to the administration to implement new policies and oversight of automated license plate readers (ALPRs), part of a broader push to address public concerns over personal privacy, the use of surveillance technology, and access. We hope to engage in productive dialogue with the administration and police department leadership over how this technology is used in our neighborhoods and community.

“The council supports the important work of the Troy Police Department to investigate crime in our community, but as this technology continues to rapidly evolve, we must ensure protections and oversight are in place.”

The draft local law was authored by Councilperson Noreen McKee and will be introduced on May 7 for discussion at a Public Safety Committee meeting May 21 at 5:30.

May 29 will be the day to get your summer vibe kick started. Eight iconic regional musical acts will be joining forces for Songs of Freedom. A mini festival if you will. What an opportunity to see these artists in one place on one evening. Raising Our Voices for social justice and the defense of democracy. Admission will be through a sliding scale of suggested donations. On admission you will receive a wrist band allowing you to come and go as you please. (OK, I can't imagine you wanting to leave.)

The Troy City Council’s Law and Finance Committees meet Thursday, April 23.

The Law Committee will deal with FOIL Requests, the CSEA Contract and the Knickerbocker Aquatic Center Contract.

The Finance Committee will be dealing with a number of Ordinances and Resolutions including awards of NIP funds.

There has been a call to action by deFlock Troy to address the Council during the Public Comment period at the end of the meeting.
