City hall/vehicles spray painted

Looks like city hall and some vehicles were spray painted with “Flock/Flock Troy” overnight

Statement from Mayor:

“One of our trucks and the Hedley Building were vandalized last nite by a very sad individual(s). Perhaps one of our cameras or Hedley Buildings cameras will pick up the suspect. Police report is being filed.

Shows the disrespect for our city.”

Statement from City Council President:

“I saw photos this morning of graffiti spray painted on the outside of city hall related to the use of flock cameras in our community. Vandalism is not acceptable and unhelpful in resolving the various issues with ALPR cameras in Troy. While I understand the frustration of those in community who felt unheard these last few months about the use of this technology and concerns over personal privacy and data access, the best way to make a change is to be involved, show up at meetings, and speak out on issues that you care about. Use your voices not spray paint.”

NEW: Troy City Officials Announce Updated Flock Safety ALPR Policies

This new agreement is policy that the Mantello administration and the Troy police department will begin implementing now. It also means that the new ALPR legislation sponsored by Council member Noreen McKee will not be voted on for 60 days to allow for discussions between city leaders.

The updated policies now include:

• Requiring annual audits to be submitted to the mayor and members of the Troy City Council to promote transparency and strengthen public accountability.

• Maintaining the City’s non-participation in Flock Safety’s National Lookup feature, except in investigations involving violent felony offenses and only with specific case-by-case authorization from the Chief of Police.

• Expanding prohibited uses to explicitly ban any involvement in immigration enforcement activities or the monitoring of First Amendment protected activities, including protests and free speech activities.

• Restricting the sharing of Flock ALPR data to intra-state agencies only and solely on a case-by-case basis. The policy does not permit data-sharing agreements with federal agencies.

As the child of Latino immigrants, possible Flock data-ICE coordination is deeply problematic to me, so I'm glad to see a commitment to banning any involvement with ICE.

Based on what I know so far, this is a great step forward and it includes a number of the things we've been asking for since March. It is frustrating that a city council vote on Ms. McKee's proposed law is going to be delayed. The public forum on June 4th is still scheduled to take place and we should all come and share our thoughts on the proposed legislation. We need to continue demanding that the Flock contract be cancelled and that the cameras be taken down. Learn more about the new agreement here.

I also recently learned that if the city council's lawsuit against the Mantello administration were to go through and a judge ruled in the council's favor, it would render the city's contract with the Flock company unlawful, which is GREAT!

Local Conservative Party head returns to county job after using homophobic slurs

Thought a few people would be curious to know that Bill Fiacco is back at work with the County; less than 2 weeks after being suspended for using homophobic slurs on social media.

I have been trying to determine whether the suspension was paid or not; it is however damning that the County refuses to elaborate on that detail.

I’m a County employee who has to routinely deal with Fiacco. One fact I want to correct both the County PR and Times Union on is his job title/responsibilities: he is much higher up than “a maintenance supervisor at the courthouse”.
In the years I’ve worked with him, he has repeatedly been referred to and presented himself as the Superintendent of Buildings. As in, he oversees the entire Rensco Building Department and handles numerous sites and jobs beyond the one courthouse (he reports directly to Jim Gordon and Rich Crist). He is also often deeply involved in internal political and personnel matters.
He has both mediated and been the source of workplace grievances multiple times that I have witnessed alone. He has way more power and influence in the County than he is being presented as having in the press on this. And this is far from being the first time he’s gotten into trouble for running his mouth too much. I was in fact retaliated against in the past for complaining about his behavior so forgive me for not wanting to ID myself and rock the boat more.

Seems to me like he likely got a paid vacation for being a cyber bully. Like most of the deplorable behavior by the county admin this will likely just get swept back under the rug because nobody cares enough to ever hold these people accountable; even for something so blatantly hateful that was literally written publicly. The only reason they gave him a slap on the wrist is because he broke a core tenant for county admin: NEVER PUT ANYTHING INTO WRITING.

Friday night piercers

Hey! I'm looking to get a piercing in one ear, this Friday after 5pm at some point.

I'm looking for a reputable place that would give good suggestions on types of piercings that would work based on ear anatomy.

I'm willing to push the date and time out if needed.

Any suggestions? Doesn't have to be in Troy proper.

Details: I have two ear lobe piercings in each ear and previously had one cartilage piercing and and eyebrow piercing that I took out. I would prefer an industrial but I want to go to someone who will look at my ear and realistically tell me if that is a good or bad idea.

Man In My Back Yard Lansingburgh

Happened about 40 min ago. He came in my back gate. In fairness to him he approached the door cause my wife was talking to him through the camera. He asked for water. My wife asked him to leave and he got water from the hose and left via the gate closing it behind him. He was not rude or aggressive. Does not look like he touched anything else.

Just a FYI for the 'burg.

Troy city council is holding a public hearing on May 21^(st) at 5:30PM to discuss the usage of flock cameras.

Please keep in mind that the Troy City Council is doing it's best to hear the community. They have drafted this code to establish regulation and have filed an article 78 to vacate Mayor Mantello's local emergency declaration in her attempt to circumvent proper legislation.

In my hometown I used to run at the local high school track but I don't know if that is really allowed around Troy. Or if it is allowed where I can run? I understand that I could run on like a regular trail too but I am a former track kid who enjoys running on an actual track lol

Call to Action: Speak up at the Troy City Council’s Public Safety Committee on Thursday, 5/21 @ 5:30pm!

The city council has introduced Local Law #3, which seeks to restrict the collection and use of ALPR data in Troy. The mayor’s office and the Troy Police Department will be making statements that are strongly against any restrictions. Let’s make sure they know that the public supports regulating ALPR technologies in Troy, and that we want Flock systems to be removed.

Note: This is a public safety committee, which means the city council is meeting to discuss the law with the administration, TPD, and to hear from the public. They will not be voting on the law during this meeting. Public comment will be allowed before the meeting begins, at 5:30.

Here are the key messages to reinforce and put in your own words:

  1. We support meaningful legislation restricting ALPRs to specific use.

Local Law #3 isn’t perfect, but it’s a good start. It restricts the storage of Troy’s ALPR data to 48 hours, and requires a warrant before access in most cases.

  • The capabilities of AI enabled policing / surveillance technology can change in a moment with software updates. We’d like to see tighter restrictions to prevent blind adoption of complex technologies owned by private companies that turn our daily movements into data. 
  • Mass surveillance marketed as safety doesn’t bother just us; it’s a bipartisan issue. Lawmakers on the federal and state level are taking action.
  • Surveillance Accountability Act - Thomas Massie (R-KY), Lauren Boebert (R-CO) 
    • Massie put it bluntly: "The Bill of Rights is not a suggestion, and Fourth Amendment protections against warrantless searches conducted by the government are not optional."

      

  • In New York State, multiple legislative proposals have been introduced to restrict use of biometric surveillance (including facial recognition technology) and ALPR technologies
  • This is the first municipal ALPR legislation proposed in our region. It’s important to get it right.
  1. We support the Article 78 filing to sue  the mayor.
  • The mayor’s executive declaration of emergency to override the city council is a dangerous abuse of power, and we have to stop it now. 
  • The Article 78 filings seek to remove the mayor’s declaration of emergency and refund emergency funds that were paid to flock.
  • This is the first step in delegitimizing Flock’s contract renewal. Without the automatic renewal, the contract can be terminated.

  1. We want to see an audit of TPD’s Flock system that shows who has had access to our data .

 

  1. We want community involvement before AI-enabled policing technology is implemented.

 

  • When the city plans to implement policing tools that require mass public surveillance and data collection, the public should be informed and allowed to give input. 
  • This technology’s capabilities change instantly with a software update. The public has a right to be informed every time the technology’s capabilities are updated.
  1. We want  Flock cameras OUT.

 

  • Flock’s technology is deeply concerning, and is more than “just a license plate reader”. It’s a privately owned system that logs our daily patterns of life, aggregating our data into a database accessible to law enforcement nationwide without a warrant. 
  • Flock puts our neighbors at risk. It can be used by stalkers or officers with poor judgement, for state-to-state surveillance, or to prosecute women seeking abortions across state lines. 
  • There is no transparency with Flock.
    • There is an obvious lack of transparency around how our data is used, who has access, and how these cameras showed up in our community in the first place. We are not okay with this. Flock is enabling TPD and the Mayor to implement mass surveillance technologies without public input.

Remember:

  • The best way to get your point across is to speak to what you feel strongest about. You don’t need to be an expert on surveillance technologies or legislation to understand that it’s wrong for the City to be contracting with a corporation that does not have the public interest at heart. 
  • The City Council and Mayor work for the people of Troy. It is completely reasonable to demand public transparency and accountability.

Screaming in the Streets Last Night??

Did anyone hear what sounded like a man aggressively yelling to rouse an angry mob last night near 4th street and Ferry around midnight/later?? It went on for about 10 minutes. I'm used to the normal level of street noise in Troy but this went far beyond that
