I might be an old man yelling at clouds, but I think if I was given control of WWE, I could HELP shore up some of the problems with a couple of tweaks.
Royal Rumble and Elimination Chamber PLE's just don't have enough matches, because the titular ones take up so much time. I would keep the men's RR and women's EC in January/February, to lead into Wrestlemania, and move the other two to June/July to lead into SummerSlam. Same incentives in all four matches - a guaranteed title shot, but each PLE could have more actual matches leading up to the main event.
I'd consolidate the brands leading into WM 43. I've never liked the split branding, and unification matches could be built into the WM 43 storylines if I was given control today. For instance, the Rumble winner in January takes on a champion at EC, that winner faces the other champion at Wrestlemania, brands are merged, 123. There are multiple ways this could be done, so do it one way with the men, the other with the women.
Get PLE's back to one night. With the brands merging, the roster doesn't need to be gigantic, costs can be cut, prices can be brought down, and more focus can be given to fewer names. How much actual storytelling happened at WM 42? That couldn't have been a one night situation if the commercialization was reduced? I'm a bit torn on using giant football stadiums for events, especially since they don't always sell out, but as a show of good faith, WM 44 should be one night only, in Madison Square Garden, and moving forward it could go back to more sensible venues. No wrestling show should have a 100' dash to the ring.
Beyond these changes, I'll let everyone else decide about the specific nuts and bolts.
