Popping noise on steering wheel
Need help diagnosing this popping noise coming from the steering wheel. I replaced front struts already. The wheels do not have any play either. No popping noise can be heard from any other steering components under the car.

Should I purchase ?
It has 146,000 miles,2 owners and good maintenance records. They’re asking $8.3k. But It has the engine light on and this code popping out. I test drove it and it drove great. But not sure if anyone has experience with this code. I’ve seen that it can be a vacuum leak. Dealership says they’ll fix if I purchase but not sure if the code will be long term issue even after fixing it.
