Can anyone make a reskin?

Hi, I wanted to know if anyone here knows how to make skins or something similar. I don't want to sound like I'm begging, but I'd like someone to make one. I don't want to sound racist or anything like that, but I'd like a reskin of Butch Deloria with white skin so he matches his child version and his teenage (GOAT) version. Sorry for my poor choice of words; I speak Spanish.
