TTC stamps (OC in description)

Per reel, those can be found at two stations:
- Bathurst Station
- Bloor and Yonge station line 1 northbound
A pack of 5 costs a toonie

What is this water animal? [Muskoka river, ON Canada]
Could you help identifying this animal? I am not sure between otter, beaver, muskrat and groundhog.
It was smaller than an adult beaver, about the size of a groundhog. It went from bushes, into the river and made a few circles there. I could not see the shape of the tail. It did not appear to be afraid of people.
