Can you help me navigate my situation?

I joined a new job in December 2024 in Dubai. The company has quarterly promotions. In October 2025, I was promised a promotion, but I didn’t get it. My manager didn’t explain why, he just said I was excellent and that he’s confident I’ll be promoted in the next quarter.

In December 2025, there was another promotion cycle, but my manager said this round wasn’t for my position and that my promotion would likely happen in Jan or Feb 2026.

We have two offices in Dubai, and I don’t work in the same office as my manager. In my office, I have good relationships with two other managers. They told me directly they think my manager isn’t being fully honest. One of them, Julien, who I trust, said he doesn’t understand why I haven’t been promoted because I’ve already met all the criteria set by the director. He also said he would try to push my promotion in the next cycle around March 2026.

After the December 2025 promotions, there were some organizational changes. Some managers were promoted to senior managers, including Julien. My manager wasn’t promoted. I noticed that the managers who were promoted were the ones who had successfully promoted more people from their teams. I’m not fully sure what that means, but it seems to be part of the evaluation.

They also introduced a Head of Department role, and the structure changed. Now the director is at the top, and his direct reports are the Head of Department and senior managers. Normal managers now report to the Head of Department.
From what I’ve observed, promotions depend heavily on two things: how strongly your manager pushes your case to the director, and how much influence or favor that manager has with the director.

In March, the situation changed again. The war with Iran started, and the company announced layoffs and a hiring freeze, so the promotion cycle didn’t happen. Around the same time, one of the managers in my office left, and her team was moved under the Head of Department.
Now it’s May, and I still haven’t been promoted even though I was originally supposed to be promoted since October 2025.

At this point, I’m feeling frustrated. I’m doing the minimum work required to meet deadlines, and I’m focusing most of my energy on getting an important qualification I expect to finish around Feb 2027.

I don’t know if the company will restart promotions or not. Sales may be improving, but there’s no clarity.

The company overall is good—flexible working, remote options, and decent pay. I don’t think I could do minimal effort like this in another company. Also, during layoffs, decisions seemed to come directly from the director, so it doesn’t seem like managers had much control over protection.

Right now I see two options:
Stay with my current manager, continue doing the minimum required, hope there are no more layoffs, focus on my qualification, and then try to move to a better job in Feb 2027.
Try to switch teams. I could either approach Julien (senior manager) or the Head of Department, who I’ve never worked with. My manager currently reports to the Head of Department, while Julien reports directly to the director. I feel like being so far down the reporting chain may put me at a disadvantage for promotions and layoffs.

The issue is that Julien already has 18 direct reports and seems overwhelmed, and when others asked him about joining his team, he didn’t give a clear answer. I’m worried that pushing him directly might damage the relationship.

Alternatively, I could approach the Head of Department or even the director and explain that I’m not happy with my current situation and ask to move teams. The director seems reasonable from what I’ve seen.

The risk is that if I escalate this, they might go back to my manager, and he could treat me differently afterward. Also, if I move to a stricter team, I may lose the flexibility I currently have.

Also the office I go had two managers, one of them left because they got a job offer and all her direct reports became the direct reports of the head of department.

It’s now may and I was still not promoted even though I was supposed to be promoted since oct 2025. Naturally I’m very spiteful I’m barely doing any work just enough to not miss any deadlines and focusing all my time to get an important qualification I expect to get around feb 2027, I heard that sales started to improve but I have no idea if they’ll ever do a round of promotion in the future or if ever. The company is actually very nice, I just hate my manager, like they allow a lot of flexibility like work from home, and the pay is within the market, like I wouldn’t get away in barely doing any work in another company, also I think the people who were laid off were chosen by the director directly, It’s not like my manager protected me.

The way I see it I have 2 option:

  1. Continue with my manager, do the bare bare minimum hope there won’t be more layoff, focus on getting the qualification, and in feb 2027 switch to another better job with the qualification.

  2. try to switch to another manager, I have Julien the senior manager who goes to the same office with me or the head of the department who goes to another office who I never met. My manager is the direct report of the head of the department, while Julien is the direct report of the director. I think being the direct report of the direct report of the direct report of the director puts me at a disadvantage in case of more layoffs or if there is another round of promotions.
    Several people have previously left my manager’s team. Several people also asked Julien if they can join his team but he doesn’t really give a clear answer, he has 18 direct reports and he’s already overwhelmed with what he has. I’m afraid asking and basically forcing him to say yes or no would ruin my relationship with him, so I’m thinking of asking the head of department if I can be his direct report, I can also just speak to the director directly and tell him I’m unhappy with my manager and ask him to put me in another team, the director is very nice from everything I’ve seen.
    The cons of this if I spoke to the head of department if the director they might tell my manager to try to address the problem and he’ll be targeting me, and if I did switch to the team of the head of department I’ll have to actual work as I heard he’s strict. I know at least two people who left my manager’s team, so already I think the director will think the problem is with manager.

I have two sisters who are older than me, one is 28 the other is 32. They are very loud and I’m someone who’s very sensitive to loud voices. Due to the war we are spending a lot of time in the house together.

They are always sitting in the salon which is close to my room, I close the door but I always hear them, they can’t speak normally apparently they need to be constantly shouting to make sure the entire house hear everything and they don’t shut up, I have told several times to shut up or lower their voice after 5 minutes they go back to shouting.

I previously heard a lot of stuff that’s bad about like you don’t own stocks, you’re better off going to the casino, so I stayed away.

But a friend recently told me that he put around 1000$ and he’s gaining around 10-20$ per day which is enough to cover his masrouf.

He told me the key is to be smart about it and not take risks like throw a high lot.
