Guys, did I win?

Asked a guy on marketplace if he would do $80 for two sticks of Vengeance, he said sure, then I figured why not ask if he’d do $140 for all four, he said sure, when I met him he just gave me the other three sticks. 88 Gigs for $140 not bad I guess…🤷🏻‍♂️

Build advice

Hi again, I talked the guy from yesterdays buying advice post guy selling his 3070/i7-4790 pc down to $200. There's an i5-13400f on marketplace near me for $75, and Google tells me that I can buy a GIGABYTE B660M DS3H DDR4 board for around $100, and an MSI 650W PSU for like, $70. Im hoping to take one stick of 8GB DDR4 from my current pc and put it into the new one, (probably I'll buy another stick in the future). So my build would be like this for around $470 estimated total. Do you guys think it's worth it? Thanks all again for the advice, it's greatly appreciated!!

UPDATE: He already has a 650W PSU, so more like $400.

From my pc:
8GB DDR4 RAM

Marketplace:
CPU: Intel Core i5-13400F (10 Cores / 16 Threads) - $75
GPU: NVIDIA GeForce RTX 3070 (8GB VRAM) - $200 (comes with: SSD and HDD, with case, psu and i7-4790K)

Buy online:
Motherboard: Gigabyte B660M DS3H DDR4 (LGA 1700 Socket) - $110?
Power Supply: MSI MAG A650BN 650W (80+ Bronze Certified) - $70? *IT ALREADY HAS A 650W PSU*
Network: TP-Link Archer TX55E Wi-Fi 6 + Bluetooth 5.2 PCIe Card - $20?

Buying Advice please!

Person selling on marketplace says it stutters while playing games, I think it's because of the cpu? If I get a different cpu is it worth $250?
Thank you!!

Edit: Thanks everyone, I didn't realize that it would be more of a time/money sink than initially thought. I don't really have a ton of time to mess around and really try to build something new from this one, nor do I spend a ton of time gaming, I was kinda hoping it would be a quick fix 🤦🏻‍♂️ I'm leaning toward not getting it but I'm thinking maybe I could get another case with better board and components from marketplace as well and slot the gpu in, but idk. Thanks again for the help!!
