We learned that an anonymous person tipped the Navy on the location of Baltigo.

The first people to find out about the Revolutionary Army's location were the Blackbeard pirates, thanks to Burgess. I believe that Kuzan leaked the information shortly after learning about it in order to prevent Blackbeard from attaining the stockpile of weapons.

What would be his motivation to do this? Kuzan, despite officially acting as a Titanic Captain, has internally acted independently and still wants to accomplish good things in the world. He left Smoker with a warning about Doflamingo; stating that the 'gears' could soon be undone and that it was time for Sakazuki to mobilize the Admirals. Does that sound like something a mere pirate would say?

Kuzan still believes in 'Justice' and knows that a pirate like BB is a huge threat to the world, and that is why he tried to prevent him from gaining even more power

The Fleet Admiral is just the King of the Marines, and these two fought for that title for 10 days. That's the definition of a kingly ambition. Sengoku had the same drive of reaching the very pinnacle of the Navy and he had CoC.
