I'm planning to make my own rendition of the mugler/Anna Deller-Yee dress

I'm an artist AND a seamstress so this feels like a perfect challenge for me. I've found a little bit of info on the materials used. A couple social media posts say that the bodice is made from a second skin organza and the ruffles are Georgette. I've never heard of a second skin organza and I'm not having luck finding anything when I search online. There are lots of different types of Georgette. Mood has quite a few, they're not offering any swatches.

Construction wise it looks like a turtleneck gown with long sleeves. It clearly has some boning, but I'm wondering if that's part of the undergarments or part of the dress.

In the end I don't know how much my version will look like this. I'm planning to wear it to a Halloween wedding in October so it will definitely be shorter. I'm mostly excited to play with the impasto painting!

Other than fabric suggestions, any advice you have for me to keep in mind is welcome!

Edit: I think I may have found the base dressor at least something similar
