My dad has been getting mail with holes in it for a few years. There's residue/moisture left behind. What's going on?

He says that is happens on occasion, and that a couple other people in the neighborhood have had similar thing happen. The holes are always at an even, set distance from each other, and leave behind stains kind of like water or an acid? He's been asking the post office if a sorting machine caused it, but they haven't gotten a real answer back to him.

The holes aren't even or always fully penetrating the mail, so I don't think something just punctured it. And I'm not sure if someone tried to check it for a gift card or a check, either. And I don't think it's an animal chewing it either, or something in the mailbox since it's not just his house...

Any help would be appreciated!
