The Union of Reddit has sent several foreign observers to our country who have done nothing but insult our great nation. Quoting here:

"You dont just lose to a country thats like 1/10th the size of you if something hasnt gone horribly wrong"

Not only is this incredibly stupid, but it's also an insult by a foreign citizen on our lands. I call upon President Bluitwns and the government to respond in kind by imposing sanctions upon UoR.

#Section I: Purpose and Intent

In recognition of the ongoing State of Emergency and the extraordinary wartime conditions presently confronting Democracy of Reddit, Parliament hereby declares that exceptional temporary measures are necessary to preserve national defence, continuity of government, public order, and the effective administration of the war effort.

Under the doctrine of necessity as authorised by the Constitution, Parliament temporarily delegates limited emergency authority to the Executive Branch for the duration of the State of Emergency.

It is the intent of this Act to:

a) ensure the continuity and effectiveness of wartime governance;

b) preserve the operational capacity of the State during emergency conditions;

c) prevent the obstruction of lawful governance through frivolous litigation;

d) maintain judicial review while ensuring that verdicts and remedies do not unnecessarily disrupt the war effort;

e) ensure that all emergency powers remain accountable, and subject to oversight.

#Section II: Definitions

“State of Emergency” shall refer to the legal state recognised by the Constitution under article §2.3.4 of the Constitution.

“Emergency Decree” shall mean any executive decree, order, regulation, or directive promulgated based on the authority granted under this Act.

“War Effort” shall mean all governmental, military, industrial, logistical, economic, and administrative activities reasonably connected to the defence, security, and operational continuity of the government of Democracy of Reddit during the State of Emergency.

“Essential Wartime Sector” shall mean any industry, service, institution, or infrastructure designated by law or decree as reasonably and materially necessary for:

a) military operations;

b) public utilities;

c) transportation;

d) communications;

e) energy production;

f) emergency healthcare;

g) industrial production;

h) logistics and supply distribution;

i) continuity of government administration.

“Concrete Harm” shall mean direct, personal, actual, immediate, and non-speculative injury suffered by a plaintiff as a result of a specific governmental action or provision of law.

“Least Disruptive Remedy” shall mean the narrowest judicial remedy reasonably capable of providing relief to a plaintiff while preserving continuity of government operations and wartime administration.

“Good Faith” shall mean actions undertaken with a reasonable belief that such actions are lawful, necessary, and connected to the prosecution of the emergency or war effort.

#Section III: Provisions

1. Delegated Emergency Authority

a) During the State of Emergency, the President may promulgate Emergency Decrees possessing the force of law.

b) Emergency Decrees may address matters directly connected to:

i. national defence;

ii. military mobilization and conscription;

iii. wartime logistics and transportation;

iv. industrial coordination and procurement;

v. protection of critical infrastructure;

vi. continuity of government administration;

vii. internal security;

viii. wartime economic stabilization.

c) No Emergency Decree issued under this Act may:

i. amend or contradict the Constitution;

ii. permanently suspend civil or political rights;

iii. alter electoral law;

iv. continue in force after the termination of the State of Emergency.

2. Essential Wartime Continuity

a) The President may temporarily regulate, restrict, suspend, or compel arbitration regarding strikes, lockouts, or organized work stoppages within Essential Wartime Sectors where such activity materially disrupts the war effort.

b) Criminal offences committed with the knowing intent or reckless disregard for the likely effect of materially disrupting the war effort may receive enhanced penalties as provided by law or decree.

3. Judicial Review and Standing

a) Courts shall retain the power of judicial review over all actions undertaken pursuant to this Act.

b) No plaintiff shall possess standing to challenge any Emergency Decree or action undertaken pursuant to this Act unless the plaintiff demonstrates Concrete Harm arising directly from the specific provision challenged.

c) Generalized grievances, ideological objections, speculative injuries, hypothetical harms, or abstract constitutional disagreements shall not constitute sufficient standing.

d) Plaintiffs may challenge only those specific provisions alleged to have directly caused Concrete Harm.

e) Courts shall presume severability for all Emergency Decrees and legislation promulgated pursuant to this Act unless stated otherwise by an Act of Parliament.

f) Courts shall not invalidate an entire Emergency Decree unless:

i. the plaintiff demonstrates Concrete Harm arising from substantially all operative provisions thereof; and

ii. the unconstitutional provisions are inseparable from the remainder of the decree.

g) Courts shall apply the Least Disruptive Remedy reasonably available when adjudicating disputes arising under this Act.

h) Courts shall, where reasonably possible, preserve continuity of government operations and wartime administration in fashioning remedies.

i) Public officials and officers acting pursuant to this Act shall be presumed to have acted in Good Faith unless substantial evidence demonstrates bad faith, corruption, malice, or actions clearly unrelated to the emergency.

4. Reporting and Parliamentary Oversight

a) Within seven days of promulgating an Emergency Decree, the Executive Branch shall transmit the decree to Parliament together with:

i. an explanation of the necessity of the decree;

ii. an explanation of the decree’s relation to the war effort;

iii. an explanation of why such measures remain necessary.

b) Failure to comply with subsection (a) shall result in the automatic invalidation of the relevant Emergency Decree.

c) Parliament may revoke any Emergency Decree by simple majority vote.

5. Duration and Expiration

a) All powers granted under this Act shall expire immediately upon the lawful termination of the State of Emergency.

b) All Emergency Decrees promulgated under this Act shall automatically expire upon the termination of the State of Emergency.

#Section IV: Amendments and Repeal

1. For the duration of this State of Emergency, no decree or law shall be construed to amend, repeal, supersede, or limit this Act except by explicit amendment or repeal of this Act.

2. No repeal, amendment, suspension, or limitation of this Act shall occur by implication until the end of this State of Emergency.

3. Any law alleged to conflict with this Act shall, where possible, be interpreted to be consistent with the provisions and purposes of this Act.

4. For the duration of this State of Emergency, this Act may only be amended, repealed, suspended, or limited through explicit legislative enactment passed by Parliament.

5. This Act shall automatically expire three days after the end of the current state of war with Fonend and the State of Emergency declared within the Motion to Declare a State of Emergency [link]

Section I. Purpose and Intent

Whereas, our Republic is embroiled in a conflict with no end in sight, and every delay costs lives and material that we cannot afford.

It is resolved that this Parliament confirms the existence of a state of emergency as laid out in Article §2.3.4 of the Constitution.

Section II. Definitions

"State of Emergency" refers to the state of emergency that may be declared during a time of war or crisis under Article §2.3.4 of the Constitution.

Section III. Provisions

1. A State of emergency is declared, lasting for 7 days from the promulgation of this motion.

2. Parliament shall vote on an extension of this motion 1 day before the expiration of the State of Emergency.

Section IV. Effective Date

This Act shall take effect immediately upon passage by Parliament and approval by the President.
