Can someone explain the July 4th naval review?

News articles and the sail 4th org website mention a naval review from 7:30AM to 9AM on the Hudson River. I know numerous ships are already anchored in the bay and up the river. If the ships are already at anchor then what happens during the review, and is it something that can be viewed from midtown waterfront or better viewed from downtown?

Sorrento on a Sunday (July 19) - Stay local or take an excursion to Capri.

On a cruise that will be docking 0700 - 2100. I've heard mixed options on what do to do. Some say going to Capri will be a terrible idea since most of the trip will be spent in line for something or dealing with immense crowds. Other options are the port area is not that nice and getting away from the city is best.

The specific tour we are looking at is a morning excursion that visits a few grotto rocks then gives us 3 hours to explore Capri on our own. My alternative was exploring the port and using the beach area by the port ruins.

I have zero experience in this part of Italy but I'm guessing it will be crowded on a Sunday in July.

MTA website must be hacked. There has to be at least 2-5 lines delayed due to brake pull, passenger incident, police activity, or track fire.
